This allows you to showcase multiple playlists on your profile so that people can view your videos by category (or whatever you want). This can make it way easier for visitors to find what they're looking for.
It's also great if you have a series or story to tell with a group of videos that you think will be most useful. Just create a new Playlist and start adding videos to it.
How do you get access to it? Well, this is one of the big benefits of reaching 10,000 followers. I guess it's not just a vanity metric after all. There's actually some value to getting there.
