In order to follow the steps in this video, you'll need access to the following:

1. Meta Business and ad account
2. Google account (for Google Sheets)
3. Zapier

There are plenty of different ways that you can pass offline events to the Conversions API, but this is a simple one that is mostly universal if you have access to these things.

Your events can be logged to Google Sheets manually or automatically. One way to do it automatically would be with another Zap. But that will depend upon your CRM.

Once this is set up, you should make sure that your Ads Manager reporting includes offline events. Customize columns if necessary.
