Advertisers have a natural fear of making changes to active ads, thereby restarting the learning phase. There are a few times when changes may make sense. But you shouldn't make changes to things like placements, performance goal, targeting, or bidding. And any changes to ads themselves will not only restart learning, but it will wipe out social proof.
